UCAN and KLCAS announce next chapter SSVF in Klamath & Lake Counties KLAMATH FALLS, Or. – Beginning October 1, 2026, Klamath & Lake Community Action Services (KLCAS) will provide Supportive Services for Veteran Families (SSVF) services in Klamath and Lake counties, succeeding United Community Action Network (UCAN). KLCAS will serve as a subrecipient of the Community Action Partnership of Oregon (CAPO), the SSVF grantee responsible for program oversight and transition support. UCAN began operating the SSVF program in Klamath and Lake counties in June 2024, drawing on its experience providing SSVF services across Douglas and Josephine counties.
Since taking on the program, UCAN’s SSVF team has helped 154 veterans and family members in Klamath and Lake counties navigate housing crises. Of those served, 88%, or 135 individuals, successfully achieved housing stability. Through SSVF, case managers help veterans and their families find or keep stable housing through rapid rehousing and homelessness prevention services, including outreach, individualized housing plans, case management, connections to benefits and health care, and temporary financial assistance when eligible.
“UCAN has been honored to serve veterans and their families across Klamath and Lake counties,” said Jordan Jungwirth, UCAN’s chief executive officer. “As the designated Community Action Agency for Douglas and Josephine counties, UCAN is focusing its efforts on strengthening the local housing and homelessness response systems in those communities. Transferring SSVF to KLCAS will allow UCAN to focus on that responsibility, while ensuring SSVF, as a vital service for veterans, is operated by our sister Community Action Agency designated for Klamath and Lake counties. KLCAS brings deep local relationships and experience in housing and homelessness services that will support veterans in find stable housing and build a strong future for the program.”
“KLCAS is looking forward to providing this important program to Veterans in Klamath and Lake counties,” said Christina Zamora, KLCAS’ Executive Director. “We are happy to support this transition so that UCAN can provide high-quality services in Douglas and Josephine counties and provide critical services to community members living in those counties. Our team has been training with the Community Action Partnership of Oregon to ensure they are well equipped to accept enrolled Veterans and begin enrolling Veterans who qualify for this helpful and essential program. We are committed to continuing the services established by UCAN to ensure Veterans continue to receive case management and other supports.” Funded by the U.S. Department of Veterans Affairs through the Community Action Partnership of Oregon (CAPO), SSVF helps eligible veteran families who are experiencing homelessness or who are at imminent risk of homelessness.
